It is from a pro-life newspaper, so you know the people are against abortion, and perhaps also birth control.

It is saying that people are spending lots of money on population control by birth control & abortion, ignoring that the money could be used to help the children now dying from lots of diseases.

It didn't make sense to me at first, but I guess it means this:

If mothers think their children are likely to die by age 2 from diseases like diarrhea & malaria & all, they will have twice as many kids to make up for their anticipated loss of children.

If you use money to cure the diseases, the mothers will "naturally" curb their impulse to have so many children. They will cut back on their overpopulating because they'll be secure that their children will live to adulthood.
